He didn't care about Austria enough to do anything. Plus the guy was reading and after his multiple encounters with people reading, he decided it'd be for the best to leave him alone.
Especially after the whole cake thing.

Austria looked up from his book to get the thing he came in here to get in the first place and noticed this was probably the worst time to enter. O-Oh dear, he thought and turned to leave as fast as he could.
